The City of Oslo is initially focusing on tackling emissions from municipal construction projects, which represent roughly 20% of the city's construction market. As a first step, these municipal projects have used sustainable biofuels since 2017, reducing Oslo's total construction sector emissions by close to 20%.
While this includes electric machines, so far in Oslo criteria requiring a fossil-free construction site usually results in the use of biofuels (specifically, the biofuel HVO100). This means there are no CO 2 emissions. However, biofuels still generate other local pollutants like particulate matter (PM 2.5) and nitrogen oxide (NO x ).
To continue the electrification of these sectors, Oslo needs better energy planning and management to ensure that the city has sufficient grid capacity and alternative energy sources to fulfil the transition. Energy management is needed at both the micro level – construction site or charging station – and the macro level – city and region.
In Oslo, construction is responsible for 7% of the city's total emissions, even without accounting for emissions from the transport of people and goods to and from construction sites. Construction also contributes significantly to local air and noise pollution.
Developing net zero alternatives for these sectors is technically challenging as they require high-power solutions. These are areas where zero-emissions solutions are not yet widely available in European markets. Oslo is a front runner in the transition to zero emission construction sites and electric HDVs.
